Local authority exam results data gives exam-prep tutors a new way to add context to their planning. Ofqual’s updated analytics maps allow users to explore grade outcomes and subject uptake across local authority districts, administrative counties, unitary authorities and regions in England. The published coverage includes GCSEs, A levels, T Level Technical Qualifications and Performance Table Qualifications.

That is useful, but it needs careful handling. A local pattern is not a diagnosis of a learner, a school or a family. It cannot tell you why a particular student is underperforming, what teaching they have received, whether they need more challenge, or what grade they will achieve. Used well, the data helps you ask better questions, select sensible starting points for diagnostics and explain your planning clearly to parents.

What Ofqual’s local authority exam results data is for

Ofqual has added local authority-level breakdowns to its interactive analytics maps so people can explore results and subject uptake in more geographically detailed areas of England. The maps show the percentage of students achieving selected grades in subjects and the number of students taking each subject in an area.

For a tutor, this is context data. It can help you see whether an apparent issue is worth investigating in your local intake. For example, you might notice lower attainment at a selected grade threshold in a subject, a large change in subject uptake, or a pattern that differs from the wider region. These observations can inform your initial questions when designing a revision course or reviewing a learner’s starting point.

The map data is assigned geographically using the postcode recorded for the examination centre in Ofqual’s National Centre Number register. This means the area represents the location of the exam centre, rather than necessarily the learner’s home address or every place where they studied. A small number of centres are excluded where valid postcodes are unavailable. Keep that limitation visible whenever you discuss an area-level finding.

What local-level outcomes can—and cannot—tell a tutor

Useful signals to investigate

  • Subject demand: local subject uptake can help a provider decide whether a small-group course is likely to need a maths, science, English or A-level subject strand.
  • Question priorities: an area-level grade pattern can suggest where to begin diagnostic conversations, such as confidence with extended responses, algebraic fluency, practical terminology or exam timing.
  • Course design hypotheses: a pattern may justify preparing alternative starting activities, targeted retrieval tasks or differentiated practice sets.
  • Parent communication context: tutors can explain that they have reviewed the local context while keeping the learner’s own evidence at the centre of the plan.

Conclusions the data cannot support

  • It cannot predict an individual learner’s grade.
  • It cannot prove that a local school, teacher, course or family circumstance caused an outcome.
  • It cannot show the learner’s prior knowledge, attendance, wellbeing, access to support or examination-day performance.
  • It cannot establish that a topic is universally weak merely because an area has a lower percentage at one grade threshold.
  • It should not be used to label learners from a postcode, school or local authority as high- or low-attaining.

This distinction protects both teaching quality and trust. Area-level data is best treated as a hypothesis generator. Individual evidence—recent work, diagnostic responses, mock papers, learner goals and teacher judgement—decides what happens next.

A five-step workflow: from local data to a teaching hypothesis

  1. Define the decision before opening the map. Be specific. You may be deciding which subjects to offer next term, how to sequence a six-week revision group, or which diagnostic tasks to use at enrolment. Avoid browsing for interesting patterns without a teaching decision in mind.
  2. Compare like with like. Choose the qualification, subject, year, geographic level and grade measure that match your service. Compare the local authority with the region or England only as context. Check subject uptake alongside outcomes: a percentage based on a smaller or changing entry group needs particular caution.
  3. Write a neutral observation. Record what the data displays without explaining it yet. For example: “In the selected year and subject, the local authority’s displayed percentage at the chosen threshold differs from the regional figure.” Do not write “students here are weaker at the subject.”
  4. Turn the observation into a testable learner hypothesis. Ask what could be checked directly. A better hypothesis is: “New GCSE maths learners may benefit from an early check of algebraic manipulation, problem interpretation and timed accuracy.” This is a planning prompt, not a claim about every learner.
  5. Validate, adapt and record. Use a short diagnostic, review marked work and ask learners about goals and barriers. Then decide whether the local observation added anything useful. Keep the evidence trail so you can improve the next cohort’s plan.

Validate local patterns with learner diagnostics and goal-setting

A strong validation process combines academic evidence with the learner’s own account. Start with a task that samples the knowledge and exam behaviours your course will teach. For a GCSE group, that may include retrieval questions, one multi-step problem, one exam-style item and a brief reflection on timing. For A-level tuition, it may include prerequisite knowledge, command-word interpretation, extended reasoning and independent-study habits.

Then ask questions that prevent overgeneralisation:

  • Which topics feel secure, uncertain or avoided?
  • What does the learner’s latest marked work show, including feedback and recurring errors?
  • Is the main barrier knowledge, application, exam technique, timing, confidence or organisation?
  • What grade, pathway or course goal matters to the learner, and why?
  • What support is already available through school, college or home?

Use the answers to establish a short, observable goal. “Improve everything in chemistry” is too vague. “Complete two six-mark explanations using accurate scientific vocabulary and self-check against the mark scheme criteria” gives the tutor and learner something concrete to review. Reassess at planned intervals and change the intervention when the learner evidence points elsewhere.

Use local context in parent conversations without overpromising

Parents may welcome reassurance that a tutor understands the local education context. The safest framing is transparent and individualised: “I reviewed the publicly available local results context when planning the initial diagnostic, but it does not predict your child’s result. We will base support on their own work, feedback and goals.”

Describe the process rather than claiming an outcome. You can say that the learner will complete an initial check, receive a focused plan and review evidence over time. Do not imply that a local authority pattern makes a particular grade likely, inevitable or out of reach. This approach respects uncertainty while still demonstrating professional planning.

Planning example: a small-group revision course

A tuition provider is considering a six-week GCSE English language revision group. The tutor reviews the relevant local authority map, notes the selected subject’s uptake and outcome display, and compares it cautiously with the region. Rather than assuming the group needs one fixed intervention, the tutor prepares three entry diagnostics: interpreting a question, selecting evidence and structuring a timed response.

In week one, each learner completes the diagnostic and identifies a personal goal. The tutor groups learners temporarily by evidence: some need a clearer paragraph structure; some need help selecting precise textual evidence; others know the content but lose marks through timing. The weekly plan includes a shared model, a focused practice route and a brief exit task. At the midpoint, the tutor reviews scripts and adjusts groups. In this example, the area-level data influenced the first questions and resource preparation, while learner work determined the teaching.
