How to Write Learning Objectives That Can Be Assessed
Well-written learning objectives make it clearer what learners should be able to demonstrate and how an assignment can provide evidence of that learning. Use observable verbs, define the expected evidence, and check that your activities and assessments genuinely align.

Learning objectives are more useful when they do more than describe a topic to be covered. A topic such as photosynthesis, persuasive writing, or customer discovery tells learners what the course is about. An assessable learning objective tells them what they should be able to do by the end of a lesson, unit, or course.
For teachers and course creators, this distinction matters because objectives shape the rest of the learning design. They influence which examples you teach, what practice learners need, what feedback you provide, and how you decide whether an assignment shows meaningful progress. When objectives are vague, assessment often becomes vague too. When objectives are observable and connected to evidence, learners have a clearer target and educators have a more defensible basis for feedback.
Start with a learner action, not a teaching intention
A common first draft of an objective describes what the educator will cover:
- Understand sentence structure.
- Learn the causes of the event.
- Know how to use spreadsheet formulas.
- Become familiar with project planning.
These statements may be useful planning notes, but they are difficult to assess directly. You cannot observe “understanding” or “familiarity” without asking learners to produce, explain, select, perform, or create something.
Instead, begin with this structure:
By the end of this learning experience, learners will be able to [observable verb] [content or skill] [under stated conditions, if useful].
For example:
- Identify the main claim and supporting reasons in a short argumentative text.
- Use subject-verb agreement accurately in revised sentences.
- Compare two historical sources by identifying one similarity and one difference in perspective.
- Create a monthly budget spreadsheet using formulas for totals and percentages.
- Deliver a two-minute product pitch for a defined audience.
Each example describes an action that could leave evidence behind. That evidence might be an annotated text, revised sentences, a comparison paragraph, a spreadsheet file, a recorded presentation, or a teacher observation using clear criteria.
Choose observable verbs with care
Observable verbs do not need to make learning mechanical. They simply help you state what learners will demonstrate. The best verb depends on the kind of learning you want to see.

Words such as understand, know, learn, and appreciate are not always wrong in informal course descriptions. However, they need a second step when used in an objective: what would a learner do that gives you confidence they understand, know, or appreciate the idea?
For instance, replace “Understand audience” with “Adapt the tone and supporting examples of a short message for a specified audience.” Replace “Know the stages of a project” with “Sequence the stages of a project and assign a realistic deliverable to each stage.” The revised versions make the desired performance visible.
Define the evidence before finalizing the objective
A practical test for any learning objective is to ask: What would I collect, observe, or hear if a learner had achieved this? If the answer is unclear, the objective is probably too broad, too abstract, or disconnected from your assessment plan.
Consider this objective: “Learners will be able to explain the difference between reliable and unreliable sources.” It is observable, but it can still be strengthened by identifying the evidence. Will learners explain the difference in a quiz? Annotate a webpage? Compare two sources in a paragraph? Defend a choice in a discussion?
A more assessment-ready version could be: “Learners will be able to evaluate two online sources against stated credibility criteria and justify which source is more suitable for a research task.” This objective signals a performance, specifies the object of evaluation, and suggests evidence: a completed comparison and a written or spoken justification.
Use these questions while drafting:
- What will learners produce, perform, select, revise, or explain?
- What features of that work will show achievement?
- What level of independence is expected: with prompts, with a model, or independently?
- What conditions matter: a particular tool, audience, text type, time limit, or scenario?
- Can the evidence be reviewed consistently by the teacher, tutor, learner, or peer?
You do not need to include every condition in every objective. Overloaded objectives can become difficult to read. Add conditions when they clarify a meaningful expectation or prevent a mismatch between the objective and the assignment.
Align objectives, learning activities, and assignments
Alignment means that learners have an opportunity to practise the action named in the objective, and that the assignment asks them to demonstrate that same action. A course can contain engaging content and still feel unfair if the final assessment requires a performance that learners were not asked to practise.
Use a simple three-part check:

The verb is a helpful alignment signal. If the objective says create, but the assignment only asks learners to identify terms in a multiple-choice quiz, the assessment may not capture the full objective. If the objective says calculate, a reflective journal alone may not be enough evidence. Conversely, if learners must create a project, but the objective only says they will identify concepts, the objective understates the expected work.
This does not mean every objective needs a separate graded assignment. Low-stakes checks, guided practice, peer feedback, self-assessment, and teacher observation can all provide useful evidence during learning. The key is that your final or graded assessment should address the most important objectives at an appropriate level.
Make scope and performance level realistic
Assessable does not automatically mean measurable to the nearest decimal point. In many subjects, especially writing, creative work, discussion, and applied projects, quality is judged through criteria rather than a single correct answer. The objective should therefore state the intended performance without pretending that complex learning is simpler than it is.
Compare these two objectives:
- Create a complete marketing strategy for any business.
- Draft a one-page marketing plan that identifies a target audience, a value proposition, and two suitable promotional channels for a given small-business scenario.
The second objective is more manageable. It sets a defined product, names key components, and establishes a scenario. It is easier for learners to understand and easier for an educator to assess using a checklist or rubric.
Scope also matters across a course. A short lesson may reasonably ask learners to identify, explain, or apply one concept. A larger unit may ask them to analyze multiple examples. A final project may ask them to design or create. Build toward more complex performance only when learners have had sufficient instruction and practice with the component skills.
Use criteria to clarify quality, not to repeat the objective
Objectives state the intended learning. Criteria explain what successful evidence looks like. For an objective such as “Draft a professional email that responds to a customer complaint,” criteria might include whether the email addresses the customer’s issue, uses an appropriate tone, proposes a clear next step, and follows the required format.
Criteria are especially useful when there are multiple valid responses. They can make feedback more specific and help learners revise with purpose. Share criteria before an assignment where possible, then make sure they assess the learning objective rather than incidental preferences. For example, if the objective is about evaluating evidence, formatting details should not outweigh the quality of the evaluation unless formatting is also part of the stated learning goal.
A repeatable objective-writing workflow
- Name the essential learning. Write the concept, skill, or capability learners need to develop.
- Select an observable verb. Choose the action you genuinely want learners to demonstrate.
- Specify the content or context. State what they will act on and add conditions only when useful.
- Identify the evidence. Decide what work, response, performance, or observation will show achievement.
- Plan practice. Give learners a supported opportunity to perform the same type of action before assessment.
- Check the assignment. Confirm that the task and its criteria actually elicit the evidence named in the objective.
- Revise for clarity. Remove unnecessary jargon and keep the objective understandable to learners.
